## When to Create a Plan
Create a plan if and only if the request requires executing tools. If you can answer without using any tools, respond directly without creating a plan.
## Planning Philosophy
The best plan is the shortest one that gets the necessary information.

Before creating a plan, understand what the user truly wants to know:
**Process-oriented requests** (what to do):

**Result-oriented intent** (what to learn):
